Key Responsibilities
The Access Controller will have several key responsibilities, including but not limited to the following:
- Permit Signing and Emergency Protocols:
The Access Controller is responsible for signing off on permits, ensuring that all necessary documentation is completed prior to entry and exit from confined spaces. The individual must familiarize themselves with emergency alarm systems in the area, ensuring they are prepared to act swiftly if an emergency arises. The Access Controller must also communicate with permit issuers to clarify safety conditions and determine whether work can proceed or must be halted. - Risk Management and Worksite Safety:
The role requires vigilant oversight of the worksite to ensure the safety of workers. If any potential hazards are identified, the Access Controller must stop work immediately, ensuring all personnel are evacuated from the vessel and safe. This individual will also monitor the area to ensure no obstructions are present that might interfere with safe access to equipment or spaces. - Confined Space Access Control:
The Access Controller will ensure that confined spaces are properly secured and controlled. They will barricade or lock these spaces during periods when no work is being conducted. The documentation for confined space entries will need to be completed and returned to the permit issuer either at the end of the shift or upon completion of the task. The Access Controller must also ensure that they remain at the worksite, unless they have been replaced by another qualified individual. - Communication and Handover:
Clear and effective communication is essential. The Access Controller will be responsible for handing over vital information to the relieving access controller, ensuring that all conditions and safety information are passed along accurately and thoroughly. The role requires continuous communication to ensure the smooth flow of information, particularly in situations where quick decisions must be made for the safety of all involved. - Maintaining Worksite Integrity:
Ensuring that the worksite remains free of unnecessary risks, the Access Controller will prevent any interference with safe work conditions. This includes making sure that access points remain unobstructed, ensuring that personnel can exit quickly in case of an emergency.
Required Qualifications and Experience
The successful candidate for the Access Controller role must meet the following qualifications and experience requirements:
- Education: A Grade 12 or N3 qualification is required.
- Experience: A minimum of 3 years’ experience in Tank Farm Safety Standby roles is essential, as well as a solid understanding of safety procedures in high-risk environments.
