Health and Safety Officer NQF Level 4 Training Programme

The Western Cape Government Department of Infrastructure is offering a Health and Safety Officer NQF Level 4 Training Programme to unemployed applicants residing in the West Coast.

Participants will receive theoretical and practical training within the construction sector.

Training may include:

• Theoretical training at a public or private TVET College.
• Practical workplace training at building sites.
• Application of health and safety regulations.
• Maintaining work areas.
• Administrative activities associated with the programme.

Health and Safety Officer Requirements

Applicants must:

• Be between 18 and 34 years old.
• Be a South African citizen.
• Be unemployed.

• Have NQF Level 3, Grade 11 or NCV Level 3.
• Be in good health.
• Be willing to undergo a medical and substance-use examination.
• Be physically fit to work on construction sites and at heights.
• Be willing to travel and work at different building sites across the Western Cape.
• Be prepared to sign a 12-month Training Agreement.

Recommended Experience for the Health and Safety Programme

Previous experience is recommended and may include formal employment or participation in an EPWP work-based programme involving:

• The advertised trade.
• Facility maintenance.
• Roadworks.
• Cleaning environments.
• Street sweeping.
• Washing bins.
• Cleaning sites.
• Waste management.
• Renewable energy projects such as solar or wind energy.

Applicants with relevant previous experience should ensure that it is accurately reflected on their SA Youth profile.

Health and Safety Officer Stipend

Successful participants will receive:

Monthly Stipend: R3,000

Western Cape Government Electrical Apprenticeship 2026

Reference Number: APPELECWC

The Western Cape Government Department of Infrastructure is also inviting unemployed West Coast residents to apply for its Electrical Apprenticeship Programme 2026.

The programme is aimed at young people interested in developing practical skills for an electrical artisan career.

Training includes theoretical, simulation and practical workplace components.

Participants may receive exposure to:

• Theoretical electrical training.
• Simulation training.
• On-site practical training.
• Health and safety requirements.
• Maintenance of work areas.

Electrical Apprenticeship Requirements

Electrical Apprenticeship Stipend and Allowance

Successful Electrical Apprenticeship participants will receive:

Monthly Stipend: R5,500

Monthly Allowance: R2,000

Based on the two separately advertised components, this amounts to R7,500 per month in stipend and allowance combined.
